Integrating GIS and Emergency System

The development of an inter-operable Emergency Management and Reporting System (EMRS) for the integration of city telecommunication network within a geographic information system (GIS). An architecture that provides the basic components to integrate the functions of GIS with the functions of telecommunication network is presented. The integration of functions of the City Telecommunication System (CTS), Fleet Vehicles Navigation (FVN) based on distributed real-time DGPS data, Videomonitoring system and data acquisition component with GIS capabilities provides mechanisms to access event information, manage it, and exploit its capabilities to the maximum in a synergic way. These components are the kernel of any application for emergency management.

1. GIS system called "WZDR" for the City Board of Road and Street Management (one of the designers - first stage) Bydgoszcz 1996.
2. GIS project called "CANCER" for supporting analysis of cancer morbidity -first stage. The project was made for Medical Academy of Bydgoszcz, 1996.
3. "Management of Emergency System in Bydgoszcz" 1997-2000 - Ordered project by Polish Scientific Comitee No.1902/CT11-8/97 for City Council in Bydgoszcz.
4. GIS project called "EKO" for City Urban Office in Bydgoszcz - 1997.
5. Integrated system "BZP" Crisis and People Protection Department of Bydgoszcz City and for City Police Command Center in Bydgoszcz - 2000.
6. Command support system MultiViewer SWD for browsing gis resources, vehicle monitoring using DGPS for Crisis and People Protection Department of Bydgoszcz City (15 licenses).

1. Technical University of Delft (Holland) - Institute of Geodesy: prof. J. E. Alberda, prof. P. J. G. Teunnissen. One year scientific course in 1985 roku concerning of laser propagation in the atmosphere . From this time scientific cooperation with Dutch colleagues is continued. From 1994 I am member of EUROLIS and later UDMS (Urban Data Management Society) coordinated by Delft University in the Netherland.
2. University of Cagliari (Italy). Two months training (1981) in Institute of Astronomy: prof. E. Proverbio team. Experiments with laser ranging.
3. Technical University of Hannover - Institute of Geodesy 1985, 1989, 1990. Short visits and contact with prof. Pelzer.
4. Universität der Bundeswehr, Institut für Geodäsie, Munich, Germany prof. H. Heister - scientific stay concerning the digitizing road network using mobile system DGPS/INS/GIS (1994 and 1997).
